FPU asks the president of Ukraine to veto the law “On stimulating digital economy development”

On 15 July 2021, the Law of Ukraine “On Stimulating Digital Economy Development” (Reg. No 4303) was adopted.

The Federation of Trade Unions of Ukraine:

  • draws attention to numerous violations of the Constitution of Ukraine and fundamental international legal acts;
  • taking into account experience of civilised countries;
  • taking into account the conclusions of the Scientific and Expert General Directorate of the Verkhovna Rada of Ukraine of 09/04/2021 and Legal General Directorate of 02/07/2021;
  • focusing on promotion of fair competition principles, corporate social responsibility and measures to ensure respect for the freelancers’ rights and extension of labour law on them.

Risks of the Law No 4303 for IT workers:

• deprives IT workers of pay guarantee rights to holiday, safe working conditions, protection against unlawful dismissal, to join trade unions and to strike, to conclude collective agreements;

• does not regulate fixed working hours;

• does not define the concept of minimum wage;

• creates conditions for excessive exploitation, social insecurity of workers;

• violates provisions of the Constitution of Ukraine and international acts ratified by Ukraine.

Asks the President of Ukraine to veto the above Law adopted by the Verkhovna Rada of Ukraine.
