Pre-ILC meeting of European region

The PERC meeting to launch regional preparations for the International Labour Conference took place virtually on 9 April.

The meeting discussed the reports of the ILO CEACR (2020 Report of the CEACR, and 2021 Addendum to the 2020 Report of the Committee of Experts on the Application of Conventions and Recommendations (CEACR)). The trade union rights violations (Conventions 87 and 98) in Albania, Belarus, Kazakhstan, Kyrgyzstan, Romania, and Ukraine were discussed, while situation of implementation of other international labour standards was also assessed, e.g. of the forced labour in Turkmenistan, labour inspection in Tajikistan, wage protection in Ukraine and others.

The meeting also reflected about report of the ILO Committee on Freedom of Association, and the need to build further capacities of the organisations for using different ILO supervisory mechanisms to ensure implementation of the international labour standards in the countries and to develop trade union strategic litigation.

The decision to award the «Arthur Svensson International Prize for Trade Union Rights» for 2021 to the independent trade union movement in Belarus, represented by the Belarusian Congress of Democratic Trade Unions (BKDP) and its affiliates, was announced during the meeting. They Belarusian independent unions receive the award for their fearless struggle for democracy and fundamental trade union rights in Europe’s last dictatorship.
